Wednesday November 12, 2014 at 3:30 p.m. The Mississippi State Board of Cosmetology held a Telephone Conference for the purpose to discuss extending the work permits……
This discussion opened with concerns for Graduate Students who have passed their examinations and have made application for licensure but their 90 day permits are running out before they have received their licenses.
I was really confused as to why this had suddenly become a concern. No one had really seemed to care about it before and this seems to happen all the time….. And then Board Member, Dot Ennis, let everybody know that the Board should not consider to extend the permits past the 90 day limit…. She further expressed that just because there were issues with the personnel at the Board office not being able to preform their duties in a timely manner still did not justify a reason for the Board to consider extending the permits….. Then it was like a Bolt of Lightning out of the mouth of Board President Leisa McElreath, she stated that she had been made aware that as of today the Board did NOT have a signed contract with the new testing company PCS!!!!! Now it’s making sense to me why this meeting has been called….. Here we are again HISTORY repeating its self… Come 12/31/14 we will be without a testing company and we can not get any confirmed date of when testing will resume nor what practical subject matters our students will be tested on…… Does everyone realize that the Pearson Vue Contract expired 9/2013…. And our Board has asked Pearson Vue to extended their contract not once but twice to allow our Board time to find a new testing company and now they have told Pearson they are out but have no signed contact with a new testing company!!!!!! WOW….
I need to clear one thing up when I mention the Board being responsible for everything going wrong with our testing. Everyone needs to know that the FULL BOARD was not involved in this process. Waylon Garrett and Shelly Harsin was pretty much left out of this process….
Hold on to your seat and I’m going to tell you how this meeting ends. Board member, Teresa Whitman, asked Board attorney if he had any recommendations to this situation and he recommended with approval of Executive Director, Cynthia Johnson, to allow the Board office to issue to students who have passed the examination process and made application for licensure and paid their license fee to be sent a more or less letter of congratulations which would contain their license and registration numbers and an approximate date they should receive their actual license……. This letter will be considered valid to work on until the actual license is received…. All Board members voted YES for the approval of this letter is be issued effective immediately……
Did everyone see what just happened…. We have NO signed contract with any testing company, our students that are asking for a permit are issued a 90 day permit and that permit is going to expire and our students will still not be tested because the BOARD has no idea when the contract will be signed and has no idea what time frame it’s going to take PCS to have everything in place!!!!!!

THIS IS A SHAME!!! The “3 Amigos” are determined to destroy this Agency… and have just about succeeded! If they would spend the time, energy and effort to HELP this industry instead of HURT it, just think of what good things could have happened! BUT, WE MUST REMEMBER…. IT’S ALL ABOUT THE “3 Amigos” PERSONAL GAIN AND AGENDA! They should be IMPEACHED!!!
What does the statute say about a contract with a testing company? 73-7-12. The BOARD (5 members) shall contract with a recognized testing service to conduct examinations…….. In my opinion that means the whole Board makes the decision not part of the Board! There is something really bad wrong with some of these Board members. I don’t understand why they insist on ruining OUR industry.

Oh my God!….. Its looks like it’s media time again. I am planning to write the Governor and ask that he step in and force the board to renew its contract with Pearson view. I also plan to ask that he remove this board with the exception of Dot and Waylon, obviously these are the only two board members that have any sense, The cosmetology board has been a joke since the new board took over and it has to stop somewhere. You have the D.M.R. scandal, now the Christopher Epps scandal why not throw the Cos board into the scandal ridden state government mix. I’m sure the media would just love to have another State agency to report on. Our school cannot go thru this again, we’ve already been on continuing review by our accrediting body for not meeting benchmark licensure requirements the last time they did this to the students and the schools. We all need to get together and sue the board this time.
Let me understand this: They are going to take time to type a letter and mail it (added postage)? Then why on God’s earth can’t they just mail the license? They must have some incompetent folks working up there or just plain lazy, What does the Executive Director, Cynthia Johnson do? Supervise only?

they should send PVue a “congratulations your contract has been extend 1 more year until we find a different company and get our ducks in a row” letter.

With the exception of Dot and Waylon, everyone else on the Board should be fired immediately – the damage that has been done during their reign of terror is unbelievable and so detrimental to our industry. I will be contacting the governor’s office to file yet another complaint and will be praying that somebody listens. Their actions are causing problems not only with students, graduates, salon and licensees, it’s going to effect all of the schools with their accrediting agencies, i.e., measured results. I am forwarding copies of all of their uneducated, malicious nonsense to NACCAS to cover my butt for annual report time and I am also forwarding all to the Department of Ed to cover my butt for IPEDS and other reporting. This Hitler and her witless crew have been so detrimental to our industry…..THEY NEED TO GO IMMEDIATELY BEFORE MORE DAMAGE IS DONE. Mississippi’s Board is a laughing stock due to these IDIOTS……
